SB 1128 (Alquist) increases penalties for sex offenses including increasing the punishment for child rape to 25 years to life in prison, and creating tougher penalties for child pornography and internet child predators. SB 1178 (Speier) requires that all high-risk sex offenders be fitted with a global positioning system (GPS) immediately upon parole or probation.
