Assembly Bill 1446, a bill to protect the rights of foreign prisoners, was debated in Sacramento. Amendments to AB 1446 that would prohibit prisoners from being transferred to countries which are not complying with extradition treaties were eventually adopted. These amendments stem from the death of Deputy David March, who was executed by a Mexican national who fled to Mexico knowing that his country would protect him. Assemblyman Russ Bogh states, “To this day David March’s killer is living free under the protection of Mexico. Teri March, his widow, continues to fight to bring his killer to justice. Without these amendments, this legislation would send the message that this legislature does not take the execution of our peace officers seriously. The March family deserves justice. The passage of these amendments is a very small step. We have a long way to go, but Sacramento politicians are finally beginning to hear the March family’s pleas for justice.”
